Some steel products and other export tax rebates will be cancelled on July 15

The Ministry of Finance and the State Administration of Taxation issued a notice on the 22nd that, with the approval of the State Council, from July 15, 2010, the export tax rebates for a total of 406 kinds of commodities, including six categories of steel, silver powder and non-ferrous metal processing materials, were cancelled.

The insiders analyzed that the export tax rebate for some steel products and other commodities was partly due to the fact that China hopes to reduce the export tax rebate by actively reducing the situation of anti-dumping and anti-subsidy by other countries on China's steel products. After the tax rebate is cancelled, some exports will definitely be reduced in a short period of time. In particular, some industries with “two highs and one low” and overcapacity will have a big impact in the short term and face structural adjustments.

Some insiders feel this suddenly. This is the point that this month the Ministry of Commerce stressed at the press conference that the import and export prospects are still not optimistic. The foreign trade policy needs to remain stable for less than half a month. In some industries, it has not been informed in advance. At that time, Yao Jian, a spokesperson for the Ministry of Commerce, said that the downward adjustment of the export tax rebate rate does not mean that China's foreign trade policy is tightening, and the stability of trade policy is China's first choice.

In addition, some analysts believe that the export tax rebate for products such as steel is lowered, and the purpose is to promote the steel industry to achieve energy conservation and emission reduction targets. In this regard, several steel industry related people interviewed by the reporter believe that this policy will be introduced. In the long run, this will definitely help to improve the industry and increase the added value of products, but it is difficult to fundamentally solve problems such as energy conservation and emission reduction. Plates are products of higher added value and it is not necessary to limit the export of plates.

Analysts said that the list of 406 products announced this time is relatively high, which shows that the country wants to eliminate low product added value and backward production capacity.

For the adjustment of the export tax rebate, industry experts generally believe that it is very prudent. Zhang Yansheng, director of the Institute of Foreign Economic Research of the National Development and Reform Commission, believes that the cancellation of the tax rebate policy for some products is actually the end of the crisis, the country's economic transformation before the crisis and the adjustment of scientific development, and this adjustment is more obvious. The adjustment after the crisis was much smaller than before the crisis.

China’s last adjustment of the export tax rebate rate was in June 2009. At that time, in order to cope with the serious challenges brought by the financial crisis to exports, China imposed a maximum export tax rebate rate of 17% on some commodities, and the corresponding products involved superior products and labor-intensive products. Products, high-tech products and deep-processed products total more than 2,600 tax items.

Bonded Ndfeb Magnets are prepared by melt spinning a thin ribbon of the NdFeB alloy. The ribbon contains randomly oriented Nd2Fe14B nano-scale grains. This ribbon is then pulverized into particles, mixed with a polymer, and either compression- or injection-molded into bonded magnets. Bonded magnets offer less flux intensity than sintered magnets, but can be net-shape formed into intricately shaped parts, as is typical with Halbach arrays or arcs, trapezoids and other shapes and assemblies (e.g. Pot Magnets, Separator Grids, etc.). There are approximately  5,500 tons of Neo bonded magnets produced each year. In addition, it is possible to hot-press the melt spun nanocrystalline particles into fully dense isotropic magnets, and then upset-forge or back-extrude these into high-energy anisotropic magnets.

Bonded magnets can be made from either hard ferrite materials or rare earth magnetic powder. They are manufactured using both injection molding and compression bonding techniques which are fully automated and are particularly suitable for high volume production.
Bonded neo powder is incorporated into numerous end market applications that utilize bonded neo magnets. These products are primarily motors and sensors used in a range of products, including computer and office equipment (e.g., hard disk drives and optical disk drive motors and fax, copier and printer stepper motors), consumer electronics (e.g., personal video recorders and mp3 music players), automotive and industrial applications (e.g., instrument panel motors, seat motors andair bag sensors) and home ventilation systems (e.g., ceiling fans).
