Zhengzhou New Material Industrial Park was approved by Zhengzhou Municipal Committee and Municipal Government on May 22, 2012. The planned area is 10.34 square kilometers. In August 2013, it was identified as the first batch of national patent navigation industry development pilot zones (8 in total). It is currently the only national patent navigation industry development pilot zone in the field of superhard materials.
The park is a new material industry centered on the super-hard materials industry and supplemented by super-hard materials and equipment industries. In the early stage of construction of the park, demolition and resettlement is the key point and more difficult. In order to ensure the economic burden of the relocated households to be minimized, the park's scientific planning is coordinated. First, propaganda and mobilization, unifying thoughts, and making the people fully aware of the importance of park construction and the bright prospects that can drive development around. The second is the accurate investigation. Jinzhai Township and Chengguan Township, the park arranges special personnel to enter the village to promote the relocation policy, and investigate the situation of each household in detail. Strictly implement the "who surveys, who takes pictures, who signs, who is responsible" system. The third is to strictly control the policy, be fair and just, and act decisively. Strict implementation of resettlement, compensation policies and assessment criteria.
Up to now, more than 380 households in Wangzhuang Village of Chengguan Township have all been relocated and stayed in new resettlement houses. The cultivated land has been fully transferred. The demolition of Beichulou Village in Jinzhai Huizu Township has been completed, and resettlement houses are under construction.
Innovative methods, precise investment, high standards for the introduction of high-tech materials projects
Focusing on the agglomeration of the industry, the park will increase the propaganda of policies, funds, talents, science and technology and other supporting policies to expand the visibility of the park. At the same time, combined with the construction of the patent navigation experimental area, give full play to the talent investment strategy, increase the precision of investment, and attract super-hard materials related enterprises to enter the park. Up to now, the park has signed 38 enterprises with a total contractual investment of 35 billion yuan, of which 7 have been put into production and 6 projects under construction.
The white pigeon micro-powder workshop has been completed and put into production. The Zhengzhou Huajing Diamond Co., Ltd. Industrial Park project has entered trial production, and a 7 million-carat gem-quality diamond project is under construction. The company is a high-tech enterprise focusing on the R&D, production and sales of synthetic diamond and its raw and auxiliary materials. By the end of 2016, the company had a total of 482 patents, including one international invention patent.
Scientific planning, solid advancement, and high demand for infrastructure construction
The park adheres to the principle of “planning a high starting point, building high standards, and developing high speedâ€. From the overall height of leadership, it considers the construction of roads, power supply, water supply, sewage, drainage and living facilities, and always carries out the overall planning of the park.
There are 25 planned roads in the park, including 10 east-west and 15 north-south roads. The pipeline construction will be implemented along with the road construction. The road network approval and construction plan have been completed. At present, 7 roads have been completed; 6 construction starts in 2017 and is planned to be completed by the end of 2018; 6 new roads are planned to be built in 2018. At the same time, the greening and lighting projects on both sides of the park road will be improved.
In terms of power facilities construction, the current Anzhuang substation (expansion) and the Suohe 110 kV substation (expansion) have been completed and put into use. The Jinzhai 110 kV substation has been installed and ready for use.
There are 13 transmission lines of 35 kV and above in the park, of which 8 lines need to be reconstructed. According to the line distribution and engineering arrangement, the reconstruction project is divided into three phases. At present, the first phase of the project attachment investigation has been completed and 8 towers have been set up. The second and third phases are in the process of clearing the attachments.
In terms of water supply, the park has a water supply plant covering an area of ​​44 mu. The first phase of the project has a water supply capacity of 20,000 cubic meters per day, which has been completed and put into use.
In terms of sewage treatment, a sewage treatment plant covering an area of ​​86 mu has been put into operation, and 20,000 tons of sewage is treated daily. The dry river drainage project is 7,700 meters long, which meets the requirements of water collection and drainage in the park, greatly alleviating the pressure on the surrounding drainage system.
Long-term layout, overall consideration of high starting point for planning work
In accordance with the planning and layout of “one park and multiple districts†and the requirements of “five rules and one districtâ€, the park has broken the administrative boundaries and regional boundaries, and successively completed the development planning, master planning, control detailed planning and municipal facilities of Zhengzhou New Material Industrial Park. The preparation of special plans and eco-environmental plans, reported and approved, ensured a high starting point, forward-looking and authoritative planning. In order to improve the industrial quality of the park and reorganize the ecological environment plan, on December 26, 2016, it was approved the “Environmental Impact Report of the Overall Development Planning of Zhengzhou New Materials Industrial Park (2015~2025)†(Zheng Huan Ju [2016] 〕 No. 185), providing a scientific basis for environmental protection planned and implemented in the future.
Integrate resources, cultivate high-level features and play the advantages of patent navigation
In August 2013, Zhengzhou New Material Industrial Park was identified as one of the first batch of eight patent navigation industry development experimental zones in China. Taking this as an opportunity, the park successfully established the “National Patent Navigation Industry Development Expert Alliance for Superhard Materials Industry†and “Zhengzhou New Material Industrial Park Academician Workstationâ€, and gathered the “State Key Laboratory of Superhard Material Abrasives†and “National Super Hardâ€. Advanced Research Institute of Materials and Products Engineering Technology Research Center, “National Superhard Ultra-precision Manufacturing Tool Research Centerâ€, “National Quality Testing Center for Abrasive Materials Abrasivesâ€. At the same time, based on the analysis of patent information, taking the patent layout and patent operation as the route, integrating the advantages of enterprises, cultivating the introduction, introducing and cultivating innovative talents, and actively supporting enterprises to enter the international market through patent strategy. Patent navigation has become the key to the improvement of industrial competitiveness and has become the characteristic strategy of Zhengzhou New Material Industrial Park.
In the past three years, the number of invention patent applications in the park has risen from 596 at the beginning of the establishment to 1,180, an average annual increase of 35.8%. As of the end of 2016, the number of valid invention patents in the park was 8.11.
Since its establishment, under the leadership of the party committees and governments at all levels, and with the strong support from all walks of life, the park has grown from scratch, and has begun to take shape. The facilities are being improved, high-tech enterprises are gradually put into production, and the wind and waves are rising. At the time of sailing, it was ready to meet the new stage of the development of the park. In 2018, the park will continue to demand high-level infrastructure construction, introduce high-standard projects and talents, work hard, and make progress, and contribute new achievements to the new journey of Xiangyang to fully integrate into the construction of Zhengzhou National Center City.
