According to the requirements of this inspection program, it is planned to dispatch 102 inspection teams from September 15th, 2017 to January 4th, 2018 to all cities in the “2+26†of Beijing-Tianjin-Hebei air pollution transmission channel (including Beijing, Tianjin, Shijiazhuang, Tangshan, Langfang, Baoding, Zhangzhou, Hengshui, Xingtai, Handan, Taiyuan, Yangquan, Changzhi, Jincheng, Shanxi, Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, Heze, Shandong, Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo, and Fuyang City, Henan Province, hereinafter referred to as “2+26†cities) and their respective counties (cities, districts), carried out a four-month routine inspection.

All the counties (cities, districts) of the “2+26†city have arranged 102 stationed inspection teams with a total of 310 people. The Beijing and Tianjin inspection teams are divided into 2 groups and 4 groups, each group consisting of 4 people and 16 people in total. The remaining 98 inspection teams have 3 people in each group, for a total of 294 people. The “2+26†cities each have a resident inspection team, which is responsible for the main urban area and adjacent 3-5 districts, and coordinating and managing other inspection teams within the administrative area; every 2-4 counties (cities, districts) Arrange a county inspection team.
All resident personnel were transferred from the units directly under the Ministry of Environmental Protection. Each round of personnel worked continuously for 14 days and rotated twice a week for a total of 310 people per round, totaling 2,480. The units directly under the ministries will make overall arrangements for the personnel according to the grouping situation. In principle, each person participates in 2 rounds of inspections. Persons with outstanding performance in the intensive supervision work in the previous period were recruited to participate in the inspection team.

The inspection team will supervise the implementation of the Air Pollution Prevention Action Plan, the 2017 Beijing-Tianjin-Hebei and Surrounding Area Air Pollution Prevention and Control Work Plan (hereinafter referred to as the “Work Planâ€), and urge the implementation of “Beijing-Tianjin-Hebei and surrounding areas 2017-2018â€. The work activities of the comprehensive action plan for comprehensive control of air pollution in autumn and winter (hereinafter referred to as "tackling plan"). Supervise and implement the key tasks of air pollution prevention and control determined by the provincial people's governments.
At the same time, the Ministry of Environmental Protection handed over the verification of environmental problems to the municipal and county (city, district) people's governments, and timely reviewed the issues that had been completed in the previous period to prevent the problem from rebounding. Visit relevant functional departments, and check the deployment, implementation, supervision and inspection of air pollution prevention and control related work by consulting relevant materials, seminars, and on-site verification.
The Standing Committee of the Party Committee and the Standing Committee of the Government, which are concerned with the construction of ecological civilization and environmental protection, shall be listed as appropriate in the city and county (city, district) to understand the deployment of air pollution prevention work arrangements, problem rectification and implementation of responsibilities.
