The "Opinions of the State Council on Further Strengthening Earthquake Preparedness and Mitigation Work" issued on the 25th clearly requires that the construction of earthquake emergency rescue capabilities be vigorously promoted, and four requirements must be refined.

First, improve and perfect the earthquake emergency command system. In accordance with the requirements of unified command, rapid response, efficient operation, and strong guarantee, the construction of a command and relief system for earthquake relief should be strengthened. Regular pre-plan rehearsals were conducted, and cross-regional, inter-departmental, and military-to-military joint rescue and disaster relief drills were organized in due course.

Second, strengthen the construction of emergency rescue teams for national and provincial earthquake disasters. Establish and improve the earthquake emergency rescue and coordination mechanism for the military and land, and strengthen the construction of an integrated emergency rescue team based on public security fire fighting teams and other professional and professional rescue teams. Actively promote the earthquake emergency rescue volunteer team and social mobilization mechanism.

Third, advance the construction of emergency shelters. Coordinate and arrange the necessary facilities such as transportation, water supply, power supply, environmental protection, and material reserves. Schools, hospitals, theaters, shopping malls, hotels, stadiums and other personnel-intensive places should be provided with emergency evacuation channels for earthquakes, equipped with necessary life-saving safe-risk facilities.

Fourth, improve the emergency material reserve guarantee system and strengthen the quality and safety supervision of disaster relief material equipment. At the same time, encourage and guide social forces to carry out emergency material reserves, promote the mobilization of production capacity for emergency rescue products, and realize the organic integration of professional reserves and social reserves, material reserves, and production capacity reserves.
