In order to regulate the import order of recycled metals and the import declaration methods of enterprises, crack down on price fraud, and promote the healthy development of China's recycled metal industry, the customs made adjustments to the classification catalogue and reporting methods of some imported metal scraps (see Annex for details). From January 1, 2004, importers should fill out customs declarations in accordance with the provisions of the Annex to this bulletin when they declare the import of scrap metal, otherwise the customs will not accept the declaration.
