The strong winds, big waves and heavy rains may cause low-lying farmland water, crops or aquaculture ponds to be flooded. The harvesting of mature crops is also extremely disadvantageous. To this end, the Ministry of Agriculture attaches great importance to the urgent deployment of the typhoon “Rainbow” defense work, and requires the agricultural departments of Guangdong, Guangxi, Hainan and other provinces (regions) to effectively do typhoon defense and post-disaster production recovery to ensure the safety of agricultural production and people's lives and property.

 

First, ensure that the responsibility is in place. The "Rainbow" landing is at the National Day holiday, and it is prone to problems such as numbness, lack of staff, and lax work, which increases the difficulty of preventing floods and resisting Taiwan. The agricultural departments at all levels must unswervingly stabilize the goal of increasing grain revenue, base on disaster-resistance and harvest, and consciously take the prevention of "rainbow" as the current urgent task, strengthen leadership, clarify responsibilities, deploy early, and implement it to ensure responsibility to people and measures. In place, effectively mitigate the impact of disasters and ensure the safety of life and property of the majority of farmers (grazing, fishing).

 

Second, effectively strengthen monitoring and early warning. The fishery department should inform the fishing vessels and personnel in the relevant sea areas of the disaster warning information in the first time; timely report the preparations for the defensive measures such as the arrival of fishing boats, the withdrawal of fishermen from the shore, and the standby of the fishery vessels.

 

Third, implement defense measures early. Immediately mobilize relevant fishing vessels and farmers in the relevant sea areas to return to Hong Kong as soon as possible or to avoid wind and waves, and to strengthen and maintain fishing port facilities and dams as early as possible to ensure the safety of personnel. Further improve and improve the inter-provincial and inter-regional fishery prevention and coordination mechanism to ensure the safety management of nearby fishing vessels in the field. Organize farmers to harvest mature crops in a timely manner, and strengthen agricultural production facilities such as fruit trees, greenhouses and livestock and poultry pens, and timely clear and clear the drainage system of field ditches and livestock farms to prevent large-scale internal floods and mitigate disaster impacts and losses. Instruct farmers, enterprises, schools, hospitals and other units to do relevant prevention work.

 

Fourth, do a good job in production and self-help. Organize experts to develop disaster relief and production recovery programs according to local conditions, and help and guide farmers (grazing, fishing) people to carry out production self-help. Increase the input of machinery and manpower, and remove the stains in time. Strengthen fertilizer and water management to promote the recovery of affected crops. We will do a good job in regulating the transportation of seeds, seedlings, fertilizers, pesticides, vaccines, etc., and do a good job in the technical guidance of the livestock and poultry breeding and production of the affected livestock farms. Repair ports, dams, fishing boats, fish ponds and breeding facilities damaged by typhoons as soon as possible to help farmers replenish the washed fry in time. Strengthen the prevention and control of animal diseases and the monitoring and control of crop diseases and insect pests in the disaster areas, and do a good job of post-disaster disinfection and harmless treatment of dead animals to prevent major animal diseases, zoonotic diseases and crop diseases and insect pests.
