The industry generally believes that this policy will become the basis for promoting the tire industry to change the way, adjust the structure, improve the overall competitiveness, and guide the industry's health and sustainable development, which will help realize the tire industry in China from becoming stronger.

The "Policy" proposes to encourage the development of safe, energy-saving, environmentally friendly high-performance radial tires, giant radial tires, wide-sectioned, flattened radial tires, and non-tube-carrying radial tires. By 2015, the radial middling rate for passenger cars will reach 100%, the radial middling rate for light-duty trucks will reach 85%, and the radial middling rate for heavy-duty trucks will reach 90%. Encourage auto companies to assemble new tire products. In 2015, it basically achieved assembly radial tires and tubelessness. Strictly restrict the development of biased tires and restrict the development of internal tire radial tires. Encourage the development of advanced and applicable technologies with independent intellectual property rights and promote the industrialization of independent innovation technologies. Guide and encourage the construction of tire performance test centers, evaluation test sites, and engineering and technical centers serving the entire industry. In addition, vigorously promote energy-saving emission reduction and comprehensive utilization of resources, guide and encourage tire manufacturers to promote the integration of informatization and industrialization.

The "Policy" also stipulates the conditions for the entry of the tire industry: the newly-built, rebuilt and expanded heavy-carriage-carried radial tire projects should have an annual production capacity of 1.2 million or more; and light-duty truck radial tires and passenger car tire radial tire projects should have an annual production capacity. More than 6 million items; load capacity, light weight load, radial passenger car tire mixed type project, the single variety production capacity must also meet the above requirements; engineering tire project production capacity should reach an annual output of more than 30,000. In addition to relocation and technological transformation of existing enterprises, no new tires will be built or expanded before the end of 2011.

The "Policy" first proposed the establishment of a system for the recall of tires (including retreaded tires); organizations engaged in tire testing and certification are responsible for the results of testing and certification. In addition, the "Policy" stipulates that the marketing of smuggled tires, substandard tires, standard tires, redesigned tires, and cargo and passenger tires without mandatory product certification marks is strictly prohibited. It is forbidden to distribute tires without three packs of tires; With the use of a management system, the tire sources used by waste tire recycling enterprises should be based in China to prevent illegal imports of waste tires in disguised form.

Fan Rende, president of the China Rubber Industry Association, believes that this policy will promote the healthy development of the tire industry, help the structural adjustment of the tire industry, prevent blind development of the industry and low levels of disorderly competition. He also stressed that the implementation of this policy requires the joint efforts of local governments, associations and enterprises.
