2016 is a year of in-depth promotion of standardization reform. Three national prefixes, “Deepening Standardization Work Reform Plan”, “Implementing the “Deepening Standardization Work Reform Plan” Action Plan (2015-2016)” and “National Standardization System Construction and Development” The work specified in the plan (2016-2020) is in full swing. Under the leadership and guidance of the National Standards Committee, the Ministry of Industry and Information Technology, the China Machinery Industry Federation and the China Machine Tool Industry Association, the Standards Committee actively and effectively carried out various efforts under the efforts of all members and the support of the committee members. Standardization work, according to the plan to organize the completion of the tasks assigned and issued by the superior authorities. Main work of the Standards Committee in 2016 I. Standard revision and revision work According to the standard revision plan issued by the National Standardization Administration Committee and the Ministry of Industry and Information Technology, the Standardization Committee carried out 24 standards revision and revision work in 2016, among which the national standards And 12 industry standards.
The national standard projects are from the second and third batch of national standards revision plans in 2015. Industry standard projects come from the second and third batch of industry standard revision plans in 2015. Among them, there are 8 projects in the second batch, including 1 development project and 7 revised projects. Overall, this year's standard revision and revision projects are numerous, with 8 projects and 16 revisions. The task is very heavy. For the above-mentioned planned projects, the Secretariat forwarded the national standard plan and the line plan respectively in December last year, requiring the project undertaker to set up a standard drafting working group as soon as possible and rationally arrange the work progress, carry out the work according to the progress and report the drafting work group to the secretariat. . In order to ensure the standard drafting quality and level, the 2016 standard revision task was completed on time. The Secretariat organized a draft standard discussion meeting in Zaozhuang City, Shandong Province from April 20th to 23rd. At the meeting, 24 items in this year's plan were held. Standard revision project, each standard drafting working group focused on discussing, reviewing and modifying the draft standard and related materials, forming a standard consultation draft and preparation instructions; meanwhile, in the standard revision process, the Secretariat carried out the relevant standard content. Research and test verification work. Under the unified organization and supervision of the Secretariat, the drafting working groups of the standards carried out the consultation work from July to August and completed the preparation of the submission materials by the end of September. This will be submitted after the initial review by the Secretariat. Conference review.
Second, the standard project work is the basis of the standard revision work. According to the review of the 2008 and previous standards by the technical committees in 2014 and 2015, the Secretariat reported on 13 national standards for the professional field of abrasives and abrasives, such as the “General Abrasive Sampling Method”, on January 28, in February. On the 3rd, the company recommended 10 industry standards for the field of abrasive abrasives, such as “Ordinary Abrasive Zirconium Corundum”.
A new change is that from the beginning of this year, the national standard project has also increased the on-site defense link, which is organized and implemented by the National Standardization Technical Review Center of the National Standardization Administration. The Secretariat organized personnel to participate in the third recommended national standard project evaluation meeting this year, and conducted on-site defenses on the 13 national standard project proposals submitted by the Standards Committee. The 13 national standard project proposals submitted at present are all in the professional department review stage. . Judging from the top-down reforms and the defense this year, the scope of national standards will be narrowed in the future, strictly limited, and the difficulty of project establishment is increasing. The scope of national standards is mainly basic general and method standards as well as mining standards, and product standards will be gradually reduced.
The 10 industry standard project proposals submitted were all planned by the Ministry of Industry and Information Technology at the end of July.
III. Standard review work To implement the deployment and requirements of the “Deepening Standardization Work Reform Plan” and “Implementing the “Deepening Standardization Work Reform Plan Action Plan (2015-2016)”, the higher authorities initiated the centralized review of recommended standards. . The Secretariat attaches great importance to this work. According to the spirit of the higher-level documents, 74 recommended national standards and 112 recommended industry standards and 16 recommended national standards revision plans and 25 recommended industry standards are under the jurisdiction of the Standards Committee. The revision plan was comprehensively sorted out and was sent to members for comments on July 8. On the basis of soliciting opinions, through the collective discussion of the Secretariat, the preliminary review conclusions and suggestions were given item by item, and submitted to the centralized review meeting for consideration.
From August 8th to 12th, the Standards Committee held a meeting of the recommended standard centralized review work in Zhangjiakou City, Hebei Province. At the meeting, first of all, we concentrated on the "Notice of the National Standards Committee on Printing and Distributing the Work Plan for the Centralized Review of Recommended Standards" and the Notice of the Ministry of Industry and Information Technology on the Work of Conducting the Centralized Review of Recommended Standards for Industry and Communication Industry. The document and the China Machinery Industry Federation's "Notice on Conducting the Centralized Review of Recommended Standards in the Machinery Industry" document preached the training materials on the standard review of the National Standards Committee and the Ministry of Industry and Information Technology, so that the members can master the process and requirements for centralized review work. Subsequently, the general meeting and each branch conducted a centralized review of their respective recommended standards. During the centralized review process, the committee members carefully and carefully reviewed the technical content of each standard, and discussed and formed a consensus. The final review conclusion is given.
After the meeting, the Secretariat summarized and collated the conclusions of the review, and compiled the summary report of the review of the recommended standards, the summary of the summary of the recommendations, and the summary of the summary of the recommendations of the recommended standard revision plan. On August 22, it was reported to the China Machinery Industry Federation, and the centralized review of recommended standards was successfully completed. In the review conclusions reported: 136 confirmed to continue to be valid, including 61 recommended national standards, 75 recommended industry standards; 36 proposed revisions, including 11 recommended national standards, 25 recommended industry standards; 7 recommendations The recommended industry standards are directly abolished; it is recommended to abolish 6 items as appropriate, including 2 recommended national standards and 4 recommended industry standards; 1 recommended industry standard is recommended to be converted to recommended national standards; and the review conclusions are uncoordinated. The 41 recommended standard revision plans have confirmed that they continue to be valid. However, the final review conclusion needs to be determined and announced by the National Standardization Administration and the Ministry of Industry and Information Technology.
4. The work of the higher level assignment and other work is in accordance with the notice of the National Standards Committee Office on the implementation of the mandatory and pre-assessment of mandatory national standards (Standards Office Comprehensive [2016] No. 177) and the China Machinery Industry Federation on the implementation of mandatory national standards. In order to integrate the requirements of the streamlined pre-assessment work (FTU [2016] No. 1), the Secretariat has studied the “Compulsory Standards Integration and Reduction Technology Assessment Method” and is responsible for the abrasive abrasives professional field according to the evaluation method. A mandatory national standard GB 2494—2014 “Consolidation Abrasive Safety Requirements” was pre-assessed, and an evaluation report was prepared. The report was submitted on time on January 19 and the implementation of mandatory national standards, laws and regulations were applied. Detailed information on pre-assessments such as citations, assessment results and justifications was reported on the mandatory national standard integration streamlining pre-assessment work platform.
In order to encourage the advancement and establish a typical example, according to the requirements of the China Machinery Industry Federation on the selection of advanced collectives and advanced workers in the mechanical industry standardization work during the “Twelfth Five-Year Plan” period (the machine secret key [2016] No. 53), the Secretariat During the "Twelfth Five-Year Plan" period, the assessment of members and the drafting of participation standards recommended that Zhang Fengling and other five people with outstanding standardization performance and outstanding performance participated in the selection of advanced workers and reported the application materials after review by the chairman.
According to the requirements of the China Machine Tool Industry Association regarding the establishment of the Association's “Standardization Experts Library” ((2016) Bed Association No. 07), the Secretariat has been affiliated with the China Machine Tool Industry Association Abrasives Branch, Superhard Materials Branch and The coated abrasives will be communicated and negotiated. The members of the standard committee will be recommended by the secretariat, and the members of the committee will be recommended by the three branches of the association. Subsequently, the Secretariat organized the recommended members to actively declare according to the recommended conditions, and reported the recommended standardized expert registration form and the standardized expert recommendation candidate summary form on July 13.
In order to increase the standardization work propaganda and reflect the results of standardization reform, since this year, the National Standards Committee has organized the compilation of the China Standardization Yearbook. According to the requirements of the Office of the National Standards Commission on the compilation of the China Standardization Yearbook (Standards Office [2016] No. 79), the Secretariat organized the staff to complete the compilation of the National Abrasives Standardization Technical Committee and send it on time. In order to shorten the approval cycle and improve the efficiency and quality of standard approval, the China Machinery Industry Federation held the first joint review meeting of the 2016 Machinery Industry Standards Approval Materials in Beijing on April 18. The content of the meeting was mainly the China Machinery Industry Federation and the Science and Technology Department of the Ministry of Industry and Information Technology, the support department of the Equipment Department, and the review personnel of the relevant standard committees to jointly review and revise the machinery industry standard approval materials submitted for approval before the end of February 2016. The relevant review personnel of the Secretariat attended the meeting and made on-site revisions to the three industry standard approval materials, such as the “Consolidation Abrasive Grinding and Grinding Wheel”, which was completed by the Standards Committee last year and reviewed by the Secretariat.
In order to better publicize and promote the implementation of the Equipment Manufacturing Standardization and Quality Improvement Plan, the China Machinery Industry Federation held the National Machinery Industry Standardization and Quality Improvement Promotion Conference in Beijing on September 21. Secretary Bao Hua attended the meeting on behalf of this standard committee. The main content of the meeting is to interpret the plan, put forward the work requirements and key tasks of the mechanical industry implementation plan, summarize the standardization and quality work of the machinery industry in the “Twelfth Five-Year Plan”, and arrange the “13th Five-Year” mechanical industry standardization and quality work. At the meeting, the advanced collectives and advanced workers of the "Twelfth Five-Year Plan" standardization work were also commended. The five members recommended by the Standards Committee were all rated as advanced workers. Regrettably, due to the small number of advanced collectives, this standard committee has not been rated as an advanced collective, but it also shows that there is still a gap in our work. The Secretariat and members still need to work hard to strive for the “13th Five-Year Plan” period. Get collective honor.
V. International Standardization Work Up to now, the Secretariat has received a total of 8 international standard review voting items this year. In January, ISO 8486-2:2007 "Abrasive abrasives - Determination and marking of particle size composition - Part 2: Micropowder F230 ~ F2000" was reviewed and voted. For the project, the secretariat was consulted by relevant committee members. After the expert opinion, the proposal to increase the laser particle size detection method was proposed. In July, ISO 8486-1:1996 was used to measure and mark the abrasive grain size composition of bonded abrasives. Sixth, the management of the Standards Committee in the management of members, from the participation of members in the work registration of the Standards Committee, in addition to the relevant management agencies and related personnel, 11 member units did not pay the dues last year, this year due to more work The task was heavier. Although the Secretariat issued a notice for collecting contributions, it did not have time to supervise it. So far, 54 units have paid their dues, and about half of the members have not paid. The membership fee is the work of the Standards Committee. Funding is guaranteed, and it is hoped that the committee members who have not paid the dues will pay in time; 34 members did not participate in the committee meeting last year. It is hoped that the relevant members and units will strictly abide by the provisions of the charter of the Standards Committee and voluntarily perform the obligations of the members.
In terms of standard revisions, the Secretariat has strengthened the management of procedural normative and document quality. For the procedural normativeness, the Secretariat will uniformly control and organize the working groups to carry out the work as required, including unifying the work schedule, unifying the work requirements of each stage, and unifying the time nodes; for the quality of document preparation, the Secretariat has strengthened the various stages. Document review, this year's 24 revision plans, the Secretariat has achieved full coverage of all projects from draft to review. The above measures have effectively ensured the high quality and efficient development of various standard revision and revision work.
7. The standard publicity work has been affected by the publishing progress of the publishing house. Although the relevant standards have been implemented, the Secretariat has not yet received the standard text, so the Standardization Committee will not be able to carry out the training of relevant new standards this year. In the future, according to the publication of standard texts, publicity training will be conducted in due course.
Work plan of the Standards Committee in 2017 I. For the national standard revision and revision project that has not been formally released, the responsible unit of the standard project may first carry out the relevant preliminary work of the standard revision and revision, and prepare for the smooth development of the future project plan.
Second, the standard revision and revision plan preparation work We must actively adapt to the new requirements of standardization reform, combine the characteristics of the abrasive abrasive industry and the status quo of standardization work, strengthen the construction of the standard system, strengthen the international standard benchmark conversion, focus on the development of key areas and key technical standards Review, review and revision of aging and backward standards, and strengthen the implementation of standard projects in the standard system construction plan. The Secretariat will systematically organize the preparation of the 2017 National Standards and Industry Standards Revision Project Plan based on the 2017 revised project determined by the August Review Meeting and the review of the new project proposal. Standard revision projects urgently needed by the industry are declared in a timely manner. In addition, the Secretariat will organize the project responsible units to participate in the national standards and industry standards in accordance with the needs of the work.
III. I hope that all members and delegates and industry professionals will attach great importance to this work, seriously consider and plan, and ensure the preparation of the “13th Five-Year” technical standards system for the field of abrasive abrasives that can be implemented and truly reflects the quality and technical level. . Here, we also draw attention to the following three points when considering the plan: First, the proposal not in the plan is a supplementary project, it will be difficult to be included in the plan; Second, the proposed project should be mature and feasible, and it must be completed because the Ministry of Industry and Information Technology will Pay close attention to the implementation of the plan, and use the appraisal results as the basis for further project establishment; 3. 4. The international standardization work continues to fulfill the voting duties of the international standard voting items, and actively reflects our opinions and suggestions into international standards to further reflect China's right to speak in the field of international standardization of abrasives and abrasives, and promote the field of abrasives and abrasives. trading. In addition, the group will participate in the 40th International Standardization Conference of ISO/TC29/SC5 “Wheel Wheels and Abrasives” to prepare for the participation of the participants, and continue to work hard to continuously improve the influence of China in the field of international standardization of abrasives. At the same time, we should make our due contribution to further substantive participation in international standardization work.
V. Training of Standard Drafters In recent years, the higher authorities have higher and higher requirements for the standardization of procedures and the quality of document preparation for standard revision work. Judging from the review of the standard documents of each stage by the Secretariat in the past two years, there are still some differences in the quality of some project documents. Of course, this is also related to the fact that some standard drafters are not familiar with the standard revision process and documentation requirements. Therefore, in order to make the standard revision work more smoothly, improve the quality of document preparation at each stage of standard drafting, and reduce the error of approval, the Secretariat will Consider strengthening the training of standard drafters to ensure that the standard revision plan is completed on time and in good quality.
Sixth, the implementation and application of standard publicity work standards is an important part of the standardization work. The Standardization Committee will strengthen cooperation with industry associations and quality supervision agencies, and combine the characteristics of the industry to do a good job in the implementation of standards. In 2017, the Standards Committee will increase the standardization training work according to the publication of standards, joint industry associations and quality supervision institutions, and organize 2 to 3 standard publicity training sessions to enhance the standardization awareness and quality awareness of enterprise management personnel. To deepen the understanding of the standards of enterprise technicians and ensure the smooth implementation of the new standards. At the same time, in the standard implementation process, the Standardization Committee will establish an effective tracking feedback mechanism to provide a useful reference for standard review and revision.
