According to reports, the technical indicators for the sixth phase of Beijing's upcoming implementation of "vehicle gasoline" and "vehicle diesel" refer to the most stringent international vehicle fuel standards. The two local standards respectively stipulate the product classification, marking, technical requirements, test methods, sampling, packaging, marking, transportation, storage, and safety requirements for vehicle gasoline and automotive diesel in the sixth phase of Beijing and are mandatory standards.

According to the Beijing Municipal Bureau of Environmental Protection, compared with the most stringent international standards, China's vehicle oil products have higher olefins and aromatic hydrocarbons, lower vapor pressure, and higher boiling range, which is responsible for the strong atmospheric oxidation and excellent weather in Beijing. One of the main reasons for keeping short is that, after the “Jing VI” fuel standard is implemented, the tightening of the above four indicators will help reduce atmospheric oxidation and reduce PM2.5 formation and ozone generation.

According to reports, it is expected that the use of "Jing VI" oil products will reduce the particulate emissions from gasoline vehicles by up to 10%. Non-methane organic gases and nitrogen oxides can achieve an overall 8-12% emission reduction rate. Oxides decreased by 4.6%, particulate matter decreased by 9.1%, total hydrocarbons decreased by 8.3%, and carbon monoxide decreased by 2.2%.

Li Kunsheng, Director of the Department of Motor Vehicles of Beijing Municipal Environmental Protection Bureau, said that at present, the number of motor vehicles in Beijing has reached 5.65 million, and the total amount of discharged pollutants is about 500,000 tons per year. Carbon monoxide, nitrogen oxides, and volatile organic compounds are emitted. This accounted for 86%, 56%, and 32% of the city's total emissions. In the local pollution contribution of fine particulate matter (PM2.5) in Beijing, the contribution rate of motor vehicle emissions for the whole year was more than 30%, and the non-heating season could reach more than 40%.

“It can be said that motor vehicle emission pollution is the largest source of local PM2.5 in Beijing, mainly due to the emission of nitrogen oxides and volatile organic compounds from motor vehicles. Under certain meteorological conditions, about half will be converted into PM2.5. In addition, motor vehicles The emission of nitrogen oxides and volatile organic compounds is also an important factor in causing ozone to exceed the standard. Among them, the volatile organic compounds emitted by light gasoline passenger cars account for 80%-90% of the total vehicle emissions, Li Kunsheng said.

According to reports, in order to ensure safety and replacement quality, according to the usual practice, the “Beijing VI” vehicle oil product standard is subject to natural replacement. The replacement period is from January 1, 2017 to February 28, 2017. After the end of the replacement period, that is, on March 1, 2017, the Beijing Municipal Administration of Industry and Commerce will increase the frequency of spot checks on the quality of finished oil products in the circulation sector in accordance with relevant regulations and new standards, and strengthen the supervision of the quality of fuel for vehicles.
