This implementation rule applies to the quality standard and assessment of coal mine rescue and squadron quality in Anhui Province. This implementation rule is based on the requirements of the National Safety Production Supervision and Administration Bureau “Standards for the Evaluation of the Quality of Mine Rescue Teams,” “ Mining Rescue Procedures,” “Guiding Opinions for Mine Rescue Work,” and “Administrative Regulations for the Qualification Recognition of Mine Rescue Teams,” and other relevant documents, in full Considering the characteristics of safety accidents in coal mines in Anhui Province and the actual situation of rescue work, they were compiled.
This implementation rule is a mandatory standard.
The regulations are proposed by the Anhui Coal Mine Safety Supervision Bureau.

1 Scope
This standard stipulates the criteria for large-scale mine rescue and squadron quality standardization and assessment methods.
This standard applies to mine rescue and squadrons to carry out quality standardization and standardization activities.

3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1
Mine rescue team mine rescue team
Professional teams that deal with the occupational and technical issues of mine disaster accidents and implement militarized management.
3.2
Mine Ambulance Commander of mine rescue

3.4

4 General rules
4.1 Quality standardization of the mine rescue brigade includes: organization, technical equipment and facilities, rescue training, and comprehensive management. There are five quality standards for each mine rescue squadron, with a score of 100 points.
4.2 The scores shall be scored using the method of separate points deductions, and the standard points shall be deducted. In the five projects, the first four criteria were divided into 40 points, and the fifth item was the average score of the quality standardization (percentile score) of the mine rescue squadron itself multiplied by 60%.
The quality standard score of the mine rescue brigade = the sum of the first four scores + the average standardized quality score of each mine rescue squadron × 60%.
4.3 Mine Rescue Squadron, quality standardization include: rescue teams and personnel, rescue training, rescue equipment, maintenance and facilities, business technology work, medical emergencies, general technical operations, comprehensive constitution, militarization team tolerance, discipline, courtesy, integrated management of total Ten items out of 100 points.
When the mine rescue squadron quality standardization assessment, business knowledge, militarization teamwork, discipline, courtesy and comprehensive management are completed by the squadron collectively, and other projects are completed independently by the team. Two or more teams complete the same project. The team’s average score is the score of the project team.
4.4 Quality standardization of the mine rescue brigade and squadron is divided into four levels:
(1) Special grade: The total score is more than 90 points (including 90 points);
(2) Level 1: Total score 85 points (including 85 points);
(3) Level 2: 80 points or more (including 80 points);
(4) Level 3: The total score is 75 points or more (including 75 points).
4.5 mine rescue squadron should organize a quarterly compliance self-test, mine rescue brigade (independent squadron) should organize a compliance inspection every six months, the provincial mine rescue authorities should organize a yearly inspection and acceptance, the national governing body of mine emergency rescue timely organization spot checks.
4.6 The Mine Rescue Brigade (independent squadron) that is rated as Special Class, Class I, Class II, and Class III is named by the National Mine Emergency Rescue Management Organization; the mines that are rated as Special Class, Class I, Class II, and Class III The squadron is named after the provincial mine rescue management agency. The level of quality standardization of the mine ambulance team that had violated its own casualties in that year should be reduced by one level.
4.7 The mining enterprise shall arrange, review and summarize the quality standardization work of the mine rescue team with the mine quality standardization work and incorporate it into the activities of the company's quality standardization.
